Syringe Services

Withdrawn due to COVID-19 pandemic, work resuming.
By June 2021 December 2020, Health Services will reduce visible syringe litter by at least 50% in highly impacted areas with cleanup services, and establish baseline measures and targets of Syringe Services Program (SSP) participants that are successfully referred to health and social services, including enrollment in Substance Use Disorder (SUD) treatment.

Train SSP staff to provide motivational interviewing, and work with SUD services to improve pipeline to treatment.

Expand County litter contracts in impacted areas; contract for visual inspection. Conduct client surveys, community and SSP Commission meetings to address underlying barriers to SSP participation and safe disposal of used syringes. Establish data collection and reports to streamline measurement and improve programming.

The baseline number of 310 was established during a two-week visual inspection completed by Health Services in October 2019 in partnership with the California Department of Public Health. The visual inspection found 506 pieces of injection equipment (caps, ties, sterile water vials, etc.), and 310 syringes (60% (186) in three large piles; and 40% (114) alone or in smaller piles).
