To the Citizens of the County of Santa Cruz:
Enclosed is the Santa Cruz County Grand Jury Report for 1999-2000.
This report concludes the year-long efforts of a dedicated and hard-working group of citizen-volunteers, motivated solely by their interest in the improvement of local government agencies and
public institutions. These 19 committed people have spent an enormous number of days and
evenings over the past year devoted to this unique task and their commitment is evident from this
Grand Jury Report.
This year's panel, reflecting the diversity of Santa Cruz County, faithfully continued our historical
tradition of citizen scrutiny over the operations of government. They represent the finest spirit of
public participation and involvement. On behalf of all the judges of the Santa Cruz County Superior
Court, I salute their efforts.
This year's Grand Jury is also notable for the continuity provided by the eight members holding over
from the 1998-99 panel, an unprecedented number. This dedication continues since we are fortunate
to have three jurors who will remain on the 2000-2001 Grand Jury. These experienced members
provide a vital resource to new panelists and ensure the appropriate oversight of the
recommendations contained in this year's report.
A special note of thanks to Al Richard, the Foreperson of the 1999-2000 Grand Jury. His unceasing
efforts, time commitment and devotion to Grand Jury matters, as well as his patience and good
nature, contributed greatly to the success of this year's work of the Grand Jury.
Once again, the Santa Cruz Superior Court thanks the 1999-2000 Grand Jury for their tireless efforts
on behalf of all the citizens of the County of Santa Cruz.
