The Santa Cruz County Office of Response, Recovery, and Resilience coordinates County-wide incident management through support to first responders, facilitates public information, interagency communication, and the continuity of government. The County Emergency Operations Plan is supported by Hazard Annexes, which provide response and recovery objectives specific to each hazard. Functional Annexes articulate the resources and actions utilized to restore community lifelines.
