    The Treasurer's Office has worked closely with the Planning Department and the Housing Authority to implement a Low Income Senior and Disabled Property Tax Postponement Pilot Program. This program is for persons residing in the unincorporated portion of the County. The program will be administered by the Housing Authority of the County of Santa Cruz. The Housing Authority will receive all applications and the accompanying application fees.

    Once an applicant's eligibility has been determined, the Housing Authority will contact them to arrange for an appointment with Housing Authority staff to complete the eligibility processes and required loan documents. Once the loan is recorded, the Housing Authority will cause the current year property taxes to be paid to the Treasurer's Office. Applicants found to be ineligible will be sent written notice by mail and sent a partial refund of the application fee.

    The Housing Authority will monitor the loans, accept payments on the loans and notify the County once the loan obligation has been fulfilled.

    Beginning January 15, 2013 at 8:00 a.m., the Program Description, Application and Application instructions can be obtained on the Housing Authority website at http://www.hacosantacruz.org/ptp.htm or by calling the Housing Authority at (831) 454-9455 ext 329. Completed applications must be submitted to the Housing Authority no later than February 28, 2013.

    The State Controller's Office Property Tax Postponement Program formerly administered a similar program for low income senior and disabled households by providing loans to postpone the payment of their property tax bill. A few years ago, the State of California discontinued the program, as a budget savings measure. In September 2011, the Governor signed AB 1090 (Assembly Member Blumenfield) allowing each county, if they wish, to implement a property tax postponement program for properties located in their county.

    In September 2012, the Santa Cruz County Board of Supervisors approved the implementation of a one-year Senior and Disabled Property Tax Postponement Pilot Program in the unincorporated portion of the County to assist low-income seniors and disabled residents. (The Santa Cruz County Board of Supervisors is the only board in California to even try to make this happen.) Implementing a pilot program will allow the County to assess the costs of the program and to determine whether it can be sustained over the long-term. The County will be using Affordable Housing Funds to support the pilot program.
